Position Overview
QinetiQ has an opening for a Senior Program Analyst – Systems Analysis to support a United States Coast Guard program management office (PMO). The analyst will manage the new enterprise procurement, financial, and asset management system. The role will provide analysis and recommendations related to solution configuration and systems engineering activities, support ongoing PMO program analyses and deliverables, and maintain a 3‑month engagement. The position is remote.
Responsibilities
Provide support to the PMO on technical projects related to their financial system and track and report progress to executive leadership.
Support functional, technical, and performance requirements in a software development environment.
Conduct analysis for integration of system architecture, interfacing systems, and interoperability requirements; assist in development of documentation.
Integrate requirements into test plans and facilitate integrated project teams (IPT) and other groups.
Monitor system performance and mitigate performance issues.
Coordinate support between USCG, interface trading partners, DHS, and DHS vendor on FSMS defects and performance issues.
Document lessons learned and provide best‑practice advice to government and contractor personnel; provide expertise in ServiceNow, IBM Rational DOORS, and MS Excel.
Support software configuration, implementation, and sustainment.
Ensure appropriate implementation of USCG ERP configurations.
Support Oracle Federal Financials configuration and maintenance.
Support testing activities, including analysis and reporting of test artifacts, meeting facilitation, and support for programmatic Test and Evaluation events.
Conduct risk analyses for ongoing projects and provide scoring for risks in Risk Registers.
Facilitate strategic planning meetings.
Track, analyze activities, and provide recommendations for program and milestone reviews.
Required Qualifications
Bachelor’s degree in a related field and 10+ years of experience.
Proficient in MS Office.
Strong oral and written communication skills.
Strong presentation skills.
Experience working within a system engineering lifecycle (SELC) and/or software development lifecycle (SDLC) environment.
Background in network, security, interface design, testing, and system integration at even a small level.
Preferred Qualifications
Master’s degree in a related field.
Proven USCG support experience.
System integration and migration support experience.
Business process reengineering experience.
Advanced Excel skills.
MS Project capabilities.
Experience with data visualization tools (e.g., Tableau).
Knowledge of Government procurement and accounting systems (Oracle Federal Financials).
